| Project Description: | |

The Department has prepared
a Draft Permit and has made a tentative determination to
approve this application for a State Facility Permit for the applicant's textile
manufacturing and finishing mill. This permit establishes caps that limit emissions of
Sulfur Dioxide, Nitrogen Oxides, Hazardous Air Pollutants(HAPs) and Volatile Organic
Compounds (VOCs) to below major source levels. The facility currently operates under
an existing Title V permit that allows higher emissions of Sulfur Dioxide and Nitrogen
Oxides. Replacing the Title V permit with the State Facility Permit will lessen reporting
requirements and lower regulatory fees for the applicant without substantially changing
existing environmental conditions. The application, draft permit and supporting materials
are available for review at the Warrensburg DEC office. Comments of support or
objection may be made by filing a written statement prior to the comment deadline. DEC
may schedule a public hearing based upon the nature and scope of any issues raised.
