The Department has proposed
an Air State Facility permit for the application that was
received for the Glenmont Terminal, River Road, Glenmont, owned by Center Point
Terminal Company, Glenmont, New York. This facility is a New York State licensed
major oil storage facility. Petroleum products are primarily delivered to the facility by
barge and shipped from the facility by tanker trucks. Aggregate petroleum storage
capacity is approximately 90,000,000 gallons. Nine petroleum storage tanks containing
kerosene (1 tank), fuel oil (5 tanks), and gasoline (3 tanks) are located at the facility.
There are three loading racks. Gasoline is only loaded at the bottom-loading rack which
is connected to a vapor burn-off unit. Distillates are loaded at a second bottom-loading
rack without a burn-off unit. Barges are loaded with fuel oil only at the dock loading
rack.
The company proposes to
convert the existing kerosene tank, and two fuel oil tanks to
store gasoline. The facility will also be reconstructing and updating existing loading
racks and installing a new vapor burn-off unit.
Persons wishing to inspect
the subject Air State Facility files, including the application
with all relevant supporting materials, the draft permit, and all other materials available to
the DEC (the "permitting authority") that are relevant to this permitting decision should
contact the DEC representative listed in this notice. It is recommended that an
appointment be made to confirm the availability of the subject files. The DEC will
endeavor to make the files available within two business days of contact, during normal
business hours (8:30 AM through 4:45 PM), unless the requester wishes to inspect the
files at a later date. Comments pertaining to this application will be received for 30 days
from the date of this notice. If comments are received which raise significant issues or
provide additional relevant information, the Department may modify the draft Air State
Facility Permit.

State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a
tentative determination to re-issue/re-new this pre-existing permit for a five year term
maintaining current effluent limitations and monitoring and reporting requirements. This
permit involves the surface discharge through a sand filter of up to 300 gallons per day of
treated sanitary waste to the Taghanic creek.

information on this permit may be requested from or inspected at the
NYSDEC Central Office in Albany. Substantive comments must be submitted in writing
to the contact person. To be called substantive, 6 NYCRR Part 621.7 requires public
