Applicant
proposes to completely rehabilitate the existing Chelsea Cove Wastewater
Treatment Plant(WWTP) building and expand the existing gravel driveway access in
order to provide a turnaround area for delivery trucks. This project will require some
additional grading and fill within a vegetated area extending out approximately 20 feet
toward freshwater wetland HJ-13 (class II) along approximately 90 feet of the driveway
edge. The majority of the WWTP rehabilitation will be done within the wetland 100 foot
adjacent area.
The
project site is located on the southern side of Miller Road and northwest of Sylvan
Lake Road.

Applicant
proposes to expand its existing sand and gravel mining operations into an
additional 11.5 acres immediately adjacent to the existing 26 acre mine located within a
241 acre parcel owned by the applicant. The new acreage is located to the northeast of
the existing excavation area and to the southeast of the current excavation area . The
final floor elevation for the new area is proposed to be the same as the current mine - 310
feet. The applicant will continue to excavate with a front end loader and use a portable
dry screen processing plant. The mining area is located on the west side of White
Schoolhouse Road, approximately 3,000 feet south of Route 308. State wetland RC-25 is
located immediately east of the mine. No mining of the expansion acreage will take place
within 100 feet of this wetland.

The
Town has applied for a permit for an existing overflow from its Lake Nanuet Park
swimming pool to the Nauraushaun Brook[class c(t)]. The swimming pool is supplied by
well water and treated with sodium hypochlorite(15%). The Department has prepared a
draft permit with proposed effluent discharge limitations and monitoring requirements to
ensure that the water quality standards of Nauraushaun Brook are met. A copy of this
draft permit is available for review at the Department`s Region 3 office.
At
the completion of the 2005 swimming season, the pool is to be drained and the
entire swimming pool complex rebuilt. The overflow to Nauraushaun Brook will be
eliminated. A permanent outfall pipe structure to the Brook will be constructed to convey
pool water whenever it is drained. Another permanent outfall structure to the Brook will
be constructed to carry overflows from the filter building blending tank. The project
work area is located within the north end of the Park off Lake Nanuet Drive.
