The applicant proposes to demolish
an existing single family dwelling, construct a new single family dwelling, reconstruct
an existing concrete retaining wall, reconstruct a 28' section of bulkhead in place, construct a 65'
section of low sill
bulkhead to replace a non-functioning bulkhead section, dredge a 93' by 10' area adjacent to the bulkhead
to depth of -3.5' below apparent low water, and place the dredged material landward of the bulkhead. In addition, the applicant
proposes to reconstruct a 28' section of an existing walkway landward of the bulkhead and construct
a 65' section of new
catwalk landward of and elevated over the 65' section of low sill bulkhead. The parcel is located
on the Carman River,

Conduct seasonal beach grooming
and cleaning activities on unvegetated portions of
recreational beaches containing, or which may contain, nests or nesting habitat of
endangered species of birds. These birds and their nests will be protected by permit
conditions and environmental monitoring requirements during the period from April 1
through August 31. No authorized activities may be undertaken during the period from
April 1 through June 30th unless an environmental monitor is present at the work site.
From July 1 through August 31, a monitor must evaluate the proposed work location for
bird activity the morning of the commencement of work and determine that there are no
endangered species within 150 feet of the project location. If endangered species are
present, no work may commence without the approval of the NYSDEC's Wildlife Office.
The proposed project sites are located at municipal beaches and private beach clubs
located on the south shore of Long Beach Barrier Island in the Town of Hempstead, City
of Long Beach, and the Village of Atlantic Beach in the Nassau County. A draft general
permit is available for inspection at the Regional office.
