Notice of Federal Energy Regulatory Commission Environmental Assessment and Comment Period

The Federal Energy Regulatory Commission (FERC or Commission) has prepared an environmental assessment (EA) for a natural gas transmission and underground storage project proposed by Dominion Transmission Inc. (DTI). The EA, which was released on March 31, 2005, recommends that "the Commission Order contain a finding of no significant impact." The proposed project, known as the Northeast Storage Project, has been assigned FERC Docket Number CP04-365-000. The EA assesses the potential environmental effects of the construction and operation of DTIís proposed underground gas storage facilities and related pipeline facilities in New York, Pennsylvania and West Virginia. The portion of the project that is in New York State is in the Town of Olean in Cattaraugus County and involves the development of the "Quinlan Storage Field" in a nearly depleted gas production reservoir.

DTI has also applied to the Department of Environmental Conservation for an Underground Storage Permit for the Quinlan Storage Field and an Air Pollution Control (Air State Facility) Permit for air emissions from the storage field compressors. The Departmentís Underground Storage Permit application and Air State Facility Permit application No. 9-04660-00050/00001, are currently under review by Department staff. A separate Notice of Complete Applications will be published when those applications are determined to be complete and draft permits have been prepared for public review and comment.

The EA has also been placed in the public files of the FERC.
