ENB Region 8 Completed Applications 04/13/2005

The applicant proposes to construct ponds, for floodplain fill compensation, within the 100-foot adjacent area of Freshwater Wetland OG-8 (Class III).  The work will consist of the expansion of an existing pond north of Tributary 0-117-18 to Little Black Creek and the excavation of a new pond  within portions of regulated adjacent area south of the tributary for a total disturbance of 0.75 acres.  The new pond will be constructed with irregular edges and varied depths to increase habitat value within the regulated adjacent area.  The property is located on the south side of Stony Point Road approximately 1630 feet west of Hutchins Road.

The Town of Pulteney proposes to create the new Water District  No. 1 to take for use therein a supply of water estimated to average 70,600 gallons per day from Penn Yan's Keuka Lake source to serve  the west side of Keuka Lake from the town of Jerusalem south 6.6 miles and a 2.2 mile water  main to provide water to the Hamlet of Pulteney, to serve 516 existing residential and 9 commercial units and future development. The project will require boring under several streams. The file is available for review and comment at NYSDEC Region 8.  

The applicant proposes the replacement of a deteriorated 5' x 6' x 32' concrete box culvert with a 87" x  63" x 60' metal arch culvert pipe. The project will involve disturbance of approximately 30 feet of existing streambed  and the placement of approximately 68 cubic yards of fill in the stream and freshwater wetland (NE-34) adjacent area.
