The applicant proposes to install
two breasting dolphins and extend the fenders on two existing dolphins at the
ConocoPhillips Riverhead Terminal Offshore Platform to reduce waiting time for barges carrying fuel
oil. The platform is
located in Long Island Sound, approximately one mile offshore from Sound Shore Road in Riverhead. Long
Island Sound
is considered a navigable water of the state and is regulated by the NYSDEC under the Use and Protection
of Waters Act
(Article 15). The facility is located at 212 Sound Shore Road, Town of Riverhead, Suffolk
County.

The applicant proposes to reconstruct
an existing bulkhead in place; increase the bulkhead elevation by 18"; construct
two bulkhead returns; and dredge a 30 foot by 137' area of Romana Lagoon adjacent to the bulkhead. Approximately
400 cubic yards of dredged material will be placed landward of the bulkhead and approximately 800 cubic
yards of
dredged material will be disposed of at an upland location. Romana Lagoon is considered a NYSDEC
regulated tidal
wetland and the proposed dredging is considered new dredging. The project is located at 79 Romana
