ENB Region 6 Completed Applications 04/06/2005

The applicant proposes to develop and operate a 9.9 acre surface sand mine on the Fort Drum Military Reservation, located four miles north of the City of Watertown.  It is further located 1,000' westerly of NYS Route 26 and 700' south of Nash Road.  The purpose of the mine is in conjunction with on-post housing construction.  

The applicant proposes to develop a 9.0 acre surface shale mine on a 179 acre parcel owned by Henry Walters, 4313 State Route 177, Lowville, New York 13367.  The site is located approximately one mile southwest of West Lowville, 4500' east of Eagle Factory Road, 2,000' south of State Route 177.  No on-site processing is proposed.  The material will be used for light road construction, such as that needed in support of the Flat Rock Wind Power Project, slated for 2005 through 2006.

The applicant proposes to develop a 4.9 acre shale mine on a 175.7 acre parcel owned by John and Carolyn Knollman, R.D. Lowville, New York 13367.  The site is located 900' north of Rector Road, 500' east of the intersection of Rector Road and Swernicki and 2500' west of West Martinsburg.  On site processing may take place and limited blasting may be required.  The mine would be available for material needs of the Flat Rock Wind Power Project and it is anticipated that mining will take place for a period no longer than two years.

The applicant proposes to develop a 4.9 acre shale mine on a 257.1 acre parcel owned by Mr. Henry Karelus, Flat Rock Road, Lowville, New York 13367.  The site is located 1,000' south of Flat Rock Road, 2500' southeast of Swernicki Road, approximately 2.5 miles south of the hamlet of West Martinsburg.  On site processing may take place and possibly some limited blasting.  The mine would be available for material needs of the Flat Rock Wind Power Project being constructed in 2005 and 2006.  It is anticipated that mining would cease after that time.

The Oneida County Soil and Water Conservation District in conjunction with the Town of Kirkland proposes to stabilize approximately 600 feet of stream bank on Oriskany Creek. Eroded banks will be graded to a stable slope and then covered with geojute fabric proir to rip-rap installation. Willow facines will be planted above the rip-rap.

The applicant proposes to construct a 3 bedroom home with attached garage in the regulated adjacent area of Freshwater Wetland RO-21. Freshwater Wetland RO-21 is a class III,  103 acre wetland in the Town of Westmoreland. The septic system will be outside the regulated adjacent area. The house and garage will be no closer than 62 feet at any point from the wetland boundary. The project is located on West Carter Road, .22 miles west of intersection with Lower Lawrence Street.

The applicant proposes to apply the biological pesticide Bacillus thuringensis (subspecie israelensis) and Bacillus spaericus to various standing water areas in wetlands in the vicinity of the hamlet of Colton, South Colton and Higley Flow.  Portions of state regulated freshwater wetlands CO-18, CO-21, CO-24, and AM-6 would be treated for the control of mosquito and blackfly larvae.  Approximately 40 acres of the 350 acres of regulated wetland would be treated.  Application would be made by a New York State Certified Pesticide Applicator and Certified Commercial Application Technicians.

This Department has received a request to issue a permit and has drafted an Article 19

(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the

facility located at Massena Metal Inc. South Racquette Rd and South Main St. Massena, NY 13662.

The Department has made a tentative determination to approve the application of the Massena Metal Inc. facility, a Metal scrap recycling facility.  The State Facility Permit allows the operation of Emission unit F00001, which will be a rebuilt aluminum sweat furnace. The sweat furnace is subject to the requirements of 40 CFR 63 subpart RRR and requires substantial monitoring to ensure the proper operation of the furnace and afterburner emission control device. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.

The applicant proposes to operate and expand a sand and gravel mine located south of CR 58, 2,000' east of Chapel Hill Road, approximately 2.25 miles southwest of Parishville. The site was previously operated under permit as Chapel Hill Sand & Gravel.  The mine would be expanded from the permitted 19 acres to a total life of mine of 140 acres on the 170 acre parcel now owned by the applicant.  It is anticipated that 10.5 acres would be affected during a proposed 5 year permit term.  On-site processing is proposed using a portable crushing/screen plant and wash plant, as needed.
