determination to approve the application of the Massena Metal Inc. facility, a Metal
scrap recycling facility. The State Facility Permit allows the operation of Emission unit F00001,
which will be a rebuilt
aluminum sweat furnace. The sweat furnace is subject to the requirements of 40 CFR 63 subpart RRR and
requires
substantial monitoring to ensure the proper operation of the furnace and afterburner emission control
device. The draft
permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.

The site was previously operated under permit as Chapel Hill Sand & Gravel. The mine
would be expanded from the permitted 19 acres to a total life of mine of 140 acres on the
170 acre parcel now owned by the applicant. It is anticipated that 10.5 acres would be
affected during a proposed 5 year permit term. On-site processing is proposed using a
portable crushing/screen plant and wash plant, as needed.
