    The Department has prepared a draft permit pursuant to Article 19 (Air State Facility) of the NYS Environmental Conservation Law (ECL) and made a tentative determination to approve this state facility application for testing of jet and industrial engines at the former Plattsburgh Air Force Base.  

    The permit establishes a cap that restricts testing to not more than 1200 operating hours per year.  With this limitation, potential emissions of all criteria pollutants are less than major source thresholds.  The facility currently operates under an existing emission point permit that limits operations to 1275 hours per year.  The new permit allows testing of engines that are not included under the current permit.  

    The application, draft permit and relevant materials are available for review at the Warrensburg DEC office.  Comments of support or objection may be made by filing a written statement prior to the comment deadline.  DEC may schedule a public hearing based upon the nature and scope of any issues raised.  Hearing notices will contain instructions on filing for party status and submitting comments.

The applicant proposes on site processing at the currently permitted sand and gravel mine located on the east side of Co Rt 374, 1000 feet south of the Co Rt 54 intersection on property owned by Gilberta Carter.  Processing involves occasional use, approximately 4 weeks per year, of  portable equipment to crush and screen less than 4,000 cubic yards of material per year.  The proposal also requires a permit amendment from the Adirondack Park Agency.
