Project Description:
The applicant proposes to reconstruct the Roslyn Viaduct which carries Route 25A (Northern Boulevard) over Hempstead Harbor.  The total length of the project is approximately 7,392,' including 2,146' of bridge structure and  5,246' of highway approach roadway.  The project will extend from Fernwood Lane on the west side of the harbor to Forest Drive on the east side.  The reconstructed bridge will be 13' wider than the existing bridge.  Shoulder areas will be widened, but no traffic lanes will be added. Material for the new bridge and debris from the demolition of the existing bridge will be transported via barges through the harbor. Approximately 90 feet of bulkhead is proposed to be replaced within 34" of an existing bulkhead along the western shoreline of Hempstead Harbor in the area of the Viaduct.  New stormwater controls will be installed, and an area of new wetlands will be created north of the Viaduct.  The construction phase of the project is expected to last 26 months.  The purpose of the project is to replace a deteriorated bridge with an improved design in order to serve the current and future needs of the traveling public.  The project is located at the junction of 25A (Northern Boulevard) and Hempstead Harbor in the Village of Roslyn, Town of North Hempstead in Nassau County.
State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency:
None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
