This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, for the Burrows Paper Corporation. The facility is located at 730 East Mill Street,
Little Falls, New York. The facility emissions consist of NOx, CO, SO2, PM/PM10,
VOCs and HAPs. The facility consists of 2 paper machine lines and 2 boilers. The paper
machines prepare various commodity grade paper and have 2 natural gas dryers
associated with the paper machines. The boilers are rated at 54 mmbtu/hr and 44
mmbtu/hr respectively. The primary boiler of 54 mmbtu/hr is capable of firing natural
gas and #2 fuel oil. The 44 mmbtu/hr boiler is for backup purposes and fires natural gas
only.
The facility emissions are
capped below the Title V thresholds for all pollutants. The
facility is therefore minor for all criteria pollutants and Hazardous Air Pollutants (HAPs).
The criteria pollutant emissions for which a standard exists have been modeled and do
not exceed any of the National Ambient Air Quality Standards (NAAQS). The HAPs
have been modeled against the standards in DAR-1 and all HAPs show compliance. The
draft permit with conditions is available for review in the Region 6 NYS DEC office in
Watertown, New York.
