ENB Region 3 Completed Applications 03/23/2005

The applicant proposes to fill approximately 3/4 of an acre of Freshwater Wetland # WF-14 (Class: 2) in conjunction with construction of a 1/2 mile oval horse training track. As mitigation, approximately 1 1/2 acres of wetland would be created. The project has been determined to be in compliance with the Departments SPDES General Permit for Stormwater Discharges associated with Construction Activity. The location is on the north side of Baxtertown Road at the Fishkill/Wappinger Town line.

The applicant proposes to construct a new equipment storage building and concrete slab partially within the 100-foot adjacent area of State-designated Freshwater Wetland No. CO-9 (Class II).  The project site is located on the north side of Mertes Lane, approximately 1,000 feet southwest of the intersection with Temple Hill Road. Approximately half of the 50 foot by 50 foot building, and 1,600 square feet of the concrete slab, would be constructed within the regulated area.  The proposed building site is an existing gravel parking and equipment storage area.

The applicant proposes to face approximately 108 linear feet of eroded stone bulkhead on the lower Esopus Creek with pre-cast concrete wall. The location is on the south side of Lighthouse Drive

The applicant proposes to replace 8.8 miles of its existing A-5 pipeline between its existing Tuxedo and Ramapo Metering and Regulating Stations.  The project would replace existing eight and 16 inch line with new 30 inch pipeline.  The applicant is seeking authorization for the project from the Federal Energy Regulatory Commission pursuant to section 7(c) of the Natural Gas Act.  The project would cross 30 streams, including the Ramapo River.
