Description of Action: The application includes a 178-acre expansion to be located at the existing solid waste landfill. The project includes a proposal to fill 71-acres of Class 2 regulated Freshwater Wetlands and to relocate a portion of Black Brook. A new access road will be constructed. A new bridge on Route 414 will be required to accommodate the increased flows of the Black Brook tributary. A wetland mitigation project has been proposed (which will include wetland enhancement and restoration). The expansion will create approximately 28.6 million tons of disposal capacity.
SMI has proposed a two-stage approach in which a Draft Generic Environmental Impact Statement (DGEIS) will be prepared and submitted with the natural resources permit applications. If the Part 663 Freshwater Wetlands permit, the Water Quality Certification pursuant to Section 401 of the Clean Water Act, and Clean Water Act Section 404 permit are issued, SMI will continue with Stage 2 of the permitting which will include the Part 360 Solid Waste Management Facility and Part 201 State Air Facility Permit applications. A supplemental SEQR review may be required at that time.
This notice is hereby starting the public scoping comment period for the initial GDEIS. Written comments on the draft scope public will be accepted from March 23rd through April 21st, 2005.
