ENB Region 4 Completed Applications 03/16/2005

This is a renotice of the complete application for the School Street hydro facility of March 9, 2005.  Please note the change in the comment deadline to April 6, 2005. The link to the hearing notice has also been modified.

Erie Boulevard Hydropower, LP has requested a Section 401 Water Quality Certification (WQC) for its exisitng 38.8 MW School Street hydro facility on the Mohawk River.  The WQC is required as a prerequsite to relicensing by the Federal Energy Regulatory Commission (FERC).

    The Department of Environmental Conservation (DEC) has received an application to re-issue/re-new  the following pre-existing EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit.  DEC has made a tentative determination to re-issue/re-new this pre-existing permit for a five year term maintaining current effluent limitations and monitoring and reporting requirements.  This permit authorizes a treatment system that is capable of a surface discharge through a sand filter of a maximum of 2,600 gallons per day of treated sanitary waste to a the Kiskatom Brook.

    Additional information on this permit may be requested from or inspected at the NYSDEC Central Office in Albany.  Substantive comments must be submitted in writing to the contact person.  To be called substantive, 6 NYCRR Part 621.7 requires public comments "explain the basis of opposition and explain specific grounds..." for opposition.
