The proposal is to extend
water supply and distribution mains of the Town of Lewis
Water District #1 into its Extension #1 and take a supply of water in amounts estimated to
average 26,800 gallons per day to serve the proposed Essex County Public Safety
Building and existing NYSEG property, from two existing drilled wells located on Rt. 9,
north of the Hamlet of Lewis. Project to include installation of 6,000 linear feet
of 8
inch diameter ductile iron watermain along Stowersville Road, and associated valves, fire
hydrants, and appurtenances. The Town is also proposing construction of a 300,000
gallon water tank to be located south of the intersection of Wells Hill and Goff Roads.

The
applicant proposes a new discharge of 16,600 gallons per day of treated sanitary
wastewater to groundwaters (Class GA) from a preliminary mechanical bar screen
structure, followed by septic tanks and absorption beds with pressure distribution
treatment system at the applicant's facility located at Stowersville Road, west of Route I-87 where
the applicant proposes to Construct the Essex County Public Safety Building
which would house a 120 bed County Correctional Facility, Sheriffs’s Department
Offices and a State Police Substation.
The
Department has made a tentative determination to issue a permit for a State
Pollutant Discharge Elimination System permit under Article 17 of the Environmental
Conservation law. This tentative determination indicates that the discharge regulated
under this statute is considered to satisfy regulatory standards for permit issuance, based
on information available to the Department at this time. As a tentative determination, the
Department seeks comments on the proposed regulated activity prior to making a final
decision on permit issuance. As such, this tentative determination does not signify
department approval for or endorsement of the activity for which a permit is sought or for
the overall proposed project.

modification to the previously issued mining permit for the
existing 4.9 acre sand and gravel mine, located 3,500 feet east of the Cook Road/County

processing, using a portable crusher and screener if/when needed at an estimate of two to

floor of an existing permitted 102.1-acre Life Of Mine
(LOM) from 230 feet Mean Sea Level (MSL) to 195 feet MSL, and add and add a portable
aggregate wash plant. No other modifications to the existing permitted mine are proposed. The
sand and gravel mine is located on a contiguous 121-acre parcel owned by the applicant. The site
is located 0.34 miles north of the intersection of Button Road and Brookwood Road. Application

Warrensburg.
