Erie Boulevard Hydropower, LP has requested a Section 401 Water Quality Certification (WQC) for its exisitng 38.8 MW School Street hydro facility on the Mohawk River.  The WQC is required as a prerequsite to relicensing by the Federal Energy Regulatory Commission (FERC).

The applicant proposes to develop a retreat center on a 358 acre parcel in two phases, including impacts to federal wetlands (0.536 acres for roads/parking, drainage swales, and reservoir construction, 0.079 acres for building construction, 0.005 acres for sewer lines, and 0.731 acres for pond reconstruction).  Proposed mitigation includes foot trails with interpretive information, construction of 0.15 acres of emergent wetlands, and deed restrictions.  The project is located on Game Farm Road off County Route 1 in the Town of Berne, Albany County.

Develop  a 43 lot subdivision known as Saddlebrook Residential Subdivision, on a 106.4 acre parcel in the Town of Guilderland, Albany County, along Veeder, Dr. Shaw and Johnston Roads.  Project will permanently impact 0.49 acres and 154 LF of US ACOE regulated waters, and temporarily impact 0.04 acres.  As mitigation, the applicant proposes to create 0.5 acres of wetland designate 55.51 acres as open space area.   

The applicant proposes to conduct a streambank stabilization project that also includes improving stream buffer functionality and enhancing aquatic habitat.  The project involves tree plantings, stabilizing 122 feet of eroding streambank and interplanting 400 feet of existing rip rap  with willow fascines and native sedge plugs,  and removal of all Japanese Knotweed with herbicide spraying.  The project is located on the east side of State Route 214, approximately 1/2 mile north of the Greeene/Ulster County line.

The applicant proposes to reclaim the abandoned Carr Gravel Pit with a process that combines onsite native soils with short paper fiber residuals to manufacture topsoil for reclamation.  The project involves the reclamation of the 18 acre site to grassland.  The project is located on West Road, in the Town of Stephentown, Rensselaer County.
