The applicant proposes to
install approximately 522 linear feet of heavy rock rip rap
revetment in conjunction with instream grade stabilizers in Canaseraga Creek just
southeast of Route 390. In addition, the applicant plans to reduce and grade a portion of
the gravel bar, as well as install a secondary floodplain revetment immediately
downstream of the critical bank in order to protect the structures during times of out-of-bank flow
in that area. The creek bank is within 70 linear feet of the Meyer 230kB
Transmission Line.

The Department is considering
the issuance of a preconstruction permit which would
authorize the construction and initial operation of emission sources associated with a new
emission unit, Emission Unit U-00086, at the Kodak Park facility, which is located in the
City of Rochester and the Town of Greece, Monroe Co. . The machine will be housed in a
new building that will be constructed adjacent to existing Building 325 in the Town of
Greece. In addition to the new machine, the permit allows construction of the following:
new equipment and parts cleaning units; modification of existing and installation of new
equipment for solution preparation and delivery to the machine; new equipment for media
finishing operations; new equipment for solvent recovery; and installation of a
regenerative thermal oxidizer (RTO) to control emissions of Volatile Organic
Compounds (VOC) from the printing machine and solvent recovery still.
Kodak is required to submit
a complete application to modify the Kodak Park Title V
Facility Permit (8-2614-00205/01801) within one year of the initial operation of the new
gravure printing machine. Until the Title V Facility Permit is modified, the
preconstruction state facility permit will allow Kodak to operate the new gravure printing
machine for the purposes of commissioning the new equipment and then to undertake the
required performance testing of the RTO. Prior to the performance test, the RTO will be
operated under the manufacturer's specifications. Following the completion of the
performance testing, Kodak will be using operating parameters verified by the testing.
The performance test operating parameters will also be incorporated into the Title V
Facility Permit modification when Emission Unit U-00086 is added to the permit.
With regard to 40 CFR Part
52.21 Subpart A Prevention of Significant Deterioration
(PSD), and 6 NYCRR Part 231-2 New Source Review (NSR) in Ozone Transport
Regions, this project meets the definition of a modification and an emission limitation is
necessary in order to limit the potential increase in VOC emissions from this project
below the significance level of 40 tons per year. Kodak has agreed to permit conditions
which will limit VOC emissions from U-00086 to 39.9 TPY on a 12 month rolling
average basis. The gravure printing machine and the regenerative thermal oxidizer will be
subject to the Maximum Available Control Technology (MACT) for Printing and
Publishing Industry. Using Permanent Total Enclosure for capture and the RTO for
control, Kodak will be able to achieve the MACT standard for 95% capture and control of
VOC.
VOC emissions control provided
by the RTO, will ensure that the websurface coating
processes and the solution application stations will be in compliance with the Reasonably
Available Control Technology (RACT) requirements of 85% overall removal efficiency
(6NYCRR Part 228) and 81% control( 6NYCRR Part 212), respectively. Kodak has
requested an alternate VOC emission limit of 2.6 TPY, on a 12 month rolling average
basis, for emission sources associated with solution preparation and delivery operations
to comply with 6NYCRR Part 212 VOC RACT requirements. This limit is based on a
RACT evaluation provided by Kodak which concluded that emission controls for these
sources are not cost effective. The RTO will be equipped with low NOx (Oxides of
Nitrogen) burners, which Kodak has proposed to meet the requirements of 6NYCRR Part
212 NOx RACT. Kodak will also be complying with a NOx emissions cap of 18.8 TPY
on a 12 month rolling average.

of Environmental Conservation.

The applicant proposes to
construct a stone dust surfaced, multi-use trail from Philbrick
Park to Town of Penfield property at the northwestern portion of Panorama Plaza in the
location of an existing foot path along Irondequoit Creek. The project includes
information kiosks and benches at various locations overlooking Irondequoit Creek, in
addition to 3 foot bridges over drainage swales that discharge to the creek. Irondequoit
Creek crosses beneath Panorama Trail and Penfield Road (Rt. 441). Work in this area, in
proximity to or within the Creek, will be completed behind a cofferdam to mitigate
concerns regarding water quality.
