This application was previously
noticed as having a service area encompassing 8 counties
in a 150 mile radius service area. The correct number of counties is 34, all other
information remains the same. The applicant proposes to construct and operate a
combination facility consisting of a transfer station and Construction and Demolition
(C&D) processing center on a 21 acre site located at the intersection of Honey Hill Road
and West Street. The main process building will handle construction and demolition
debris from 34counties all located within a 150 mile radius of the facility. The C&D
debris will be shredded and processed for use as Alternate Daily Cover (ADC) for
landfills. A new 12,000 square foot metal building will be the main C&D processing
building. A grinder with a 200 tons per hour capacity will be used to pulverize the C&D.
Operation of the grinder will take place Monday through Friday between 8:00AM and
4:00PM intermittently. The proposed design capacity of the facility is 28,600 tons of
C&D debris annually. The anticipated daily traffic flow for inbound C&D debris is 10 to
20 trucks. The outbound traffic flow may be up to 11 trucks per week. This facility
currently has a small rural transfer station permit and will continue transferring locally
generated putrescible waste and recyclables. As part of the application, the applicant has
requested a "cap-by-rule" air registration, which means they have agreed to federally
enforceable conditions in their registration that would require them to stay below the 50%
major threshold of air emissions (ie. Title V Permit). The combination facility's hours of
operation are from 6:00AM until 6:00PM Monday through Saturday.

The applicant proposes to
develop a 4.9 acre shale mine on an 82.8 acre parcel owned by
Paul Long , R.D. #2 Lowville, New York 13367. The site is located immediately north of
O'Brien Road, 400' west of Porter Road, and 2.25 miles south of the hamlet of
Harrisburg. It is anticipated that the mine will provide material in support of the Flat
Rock Wind Power Project, scheduled for development in 2005 & 2006. It is expected
that the mine would be reclaimed at the end of that period. Blasting may be required 2-3
times per year to extract the shale material. Material will be mined as bankrun or
processed through a portable dry processing plant.
