Project Description:
The Department has made a tentative determination to approve this application for modification of an existing SPDES permit for a discharge of storm runoff water, dust suppression water, and truck wash water into Prall’s Creek (Class SD) and Arthur Kill (Class SD) from treatment systems consisting of settling tanks and an oil/water separator at a site located at 1900 South Avenue in Staten Island where the applicant operates an industrial facility. The modifications include: a) discharge from truck wash water, storm water runoff and dust suppression water via the existing outfall No. 002 (Prall’s Creek); b) discharge from storm water runoff and dust suppression water via outfall No. 003 (Arthur Kill via wetland); and c) discharge from storm water runoff and dust suppression water via outfall No. 004 (Arthur Kill) and revised monitoring locations to reflect proposed operations. In addition, all other pages of the permit have been modified to reflect current DEC standards. A draft permit is available for inspection and comment at the regional office.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Mar 31 2005.
