NOTICE IS HEREBY GIVEN, that sealed proposals are sought and requested by the County of Chemung for the performance of the following contract, according to terms of the RFP:

Chemung County seeks innovative proposals from private entities whereby its Solid Waste Management Facilities are privatized by leasing of those facilities for a period of 15 to 25 years, commencing on or about June 15th, 2005. The property subject to the proposal encompasses the County landfill real property, a transfer station and five drop off stations, a Materials Recycling Facility and equipment. The proposal should ensure a positive financial benefit to Chemung County and meet the long-term solid waste handling and recycling goals of Chemung County.

All questions pertaining to this RFP shall be forwarded in writing as detailed in the RFP to the Chemung County Purchasing Department. Any verbal or other communication sent or made to anyone other than to the Purchasing Department will not be considered and may be cause for the proposal being deemed non-responsive.

Proposal packets may be obtained at the office of the Chemung County Purchasing Department at the above mentioned address (Telephone: 607-737-2917) for a refundable deposit of fifty dollars ($50.00) on or after March 1st, 2005. Checks shall be made payable to the County of Chemung. No vendor shall receive packets prior to submission of said deposit to the Purchasing Department. Proposers requesting arrangements other than U.S. Mail shall be responsible for making such arrangements and shall bear all associated costs. All vendors submitting a proposal must have supplied the County with a deposit to be considered for award. Sealed proposals will be received in the Chemung County Purchasing Department, Room 403, Fourth Floor, John H. Hazlett Building, 203 Lake Street, Elmira, New York 14901, until 2:00 P.M. on April 15th, 2005. Please note that the Purchasing Office is not open between the hours 12:00 Noon to 1:00 P.M., so proposal deliveries should not be made during that time. If a proposal is being express mailed, specify that delivery should not be made between the hours of 12:00 Noon to 1:00 P.M. Any proposal received after the time and date specified will not be considered.

Submissions shall be in accordance with the specifications contained herein. One (1) original and fifteen (15) copies of your submission marked “A Proposal to Lease Chemung County Solid Waste Management Facilities” shall be submitted.

Each proposal must be submitted with a proposal bond for 5% of the total proposed amount. Proposers who in the opinion of the Chemung County Review Team possess the necessary qualifications, experience, and expertise will be interviewed to discuss their proposal.

The County of Chemung reserves the right to accept or reject any and all proposals submitted and to waive any informality.
