The applicant proposes to
expand a permitted 32 acre stone quarry for a new life of mine
of 59 acres. The site lies in the Towns of Henderson and Ellisburg, east of the
intersection of County Route 78 and Lane Road, approximately 2.5 miles south of
Henderson. The expansion area will run easterly from the present mine boundary, away
from County Route 78. Mine depth would mirror the present mine depth of
approximately 50'.

The applicant proposes to
develop a new 4.9 acre shale mine on a 187 acre parcel owned
by Harlan and Rebbecca Widrick, Route 1, Lowville, New York 13367, located 500'
southwest of O'Brien Road, between the intersections with Cobb and Moody Roads,
approximately1.7 miles west of the Hamlet of Harrisburg. It is anticipated that the
material will be utilized in support of the Flat Rock Wind Power Project, scheduled for
construction in 2005 and 2006. Blasting may take place, as needed. Material will be
utilized as bank run or processed through a portable dry processing plant.
