The applicant requests Water Quality Certification for the continued operation and maintenance of the existing Saranac River Hydroelectric Project (installed generating capacity of 47,768 KVA) located on the Saranac River in the Towns of Saranac, Schuyler Falls and Plattsburgh in Clinton County. The project is comprised of four, run-of-river hydroelectric generating developments: High Falls, Cadyville, Mill C and Kents Falls. The Water Quality Certification is part of an application to the Federal Energy Regulatory Commission (FERC) for a new license; Project No. 2738-NY. The project would be run in accordance with the provisions of the Saranac River Hydroelectric Project Offer of Settlement dated November 2004. That settlement includes provisions for increases in minimum bypass flows at High Falls and Kents Falls, the installation of an auto release mechanism at Kents Falls and scheduled replacement (one every five years) of trash racks designed to reduce fish entrainment at all four facilities. A draft Water Quality Certificate is available for Public Review at the Region 5 Headquarters. |

The applicant proposes to
establish two hard rock quarries (Quarry #1 & Quarry #2),
totaling ~+/-11.5 Life of Mine (LOM) acres, located adjacently within a +/- 23.5 acre
mining lease on a +/-162.5-acre contiguous parcel owned by Bruce Graves. The site is
located approximately ½ mile west of State Route 4, accessed by Dolph Pond Way
(private road). North Country Stone, Inc. has been operating the quarries since 2002, and
is now required to obtain a NYS DEC Mined Land Reclamation permit in order to
continue operations which exceed the regulatory thresholds of 1000 tons/year.

Regional Sub-Office in Warrensburg.
