The Department has received
an application to extend the water supply and distribution
system of the district to serve the Howlett Property and the out-of-district Hopkins'
property in the adjacent Town of Rush, and to take a supply of water estimated to average
1500 GPD from the Village of Avon's Conesus Lake source. This project includes the
installation of 3500 linear feet of 4 inch line to serve the Howlett home and farming
operation and the Hopkins' home and three rental units. The Department has made a
tentive determination to approve this application and is seeking public comment prior to
making a final decision on permit issuance.

The Department has received an application
from Dolomite Products Co Inc, d/b/a
Rochester Asphalt Materials, for modification of its Initial Air State Facility Permit, issued
August 20, 1999. The Permit covers operations at its Manchester Hot Mix Asphalt
Facility, located on County Road 7 in the Town of Manchester. Dolomite Products
proposes to continue to keep its emissions below the Major Stationary Source
thresholds in 6 NYCRR Part 201-6 (Title V) and Part 212 Reasonably Available Control
Technology (RACT). Emission sources at the facility are a 350 ton per hour asphalt
drum plant, and a 5 ton asphalt batch plant capable of producing 300 tons per hour.
The draft modified Facility Permit (Mod
1) reflects the removal of a diesel generator after
electrical utility hook up, and includes modification of the current asphalt production limit
for any 12 month period. The proposed production limit is a formula based on the
differing emission factors of the drum mix and the batch mix plants, rather than the
current fixed production limit on each, allowing production to be flexibly allocated
between the plants while emission limits are not exceeded. The limit is sufficient to
restrict facility carbon monoxide (CO) emissions in any 12 month period to less than 100
tons. Since CO is the contaminant emitted at the greatest rate, and is emitted at more
than twice the rate of volatile organic compounds (VOC), the CO based production limit
will also restrict facility emissions of oxides of nitrogen (NOX), sulfur dioxide (SO2),
total
particulate matter (PM), and VOC to less than the Major Stationary Source thresholds in
Part 201-6 and Part 212 RACT. These thresholds are 100 tons per year for CO, NOX,
SO2, and PM, and 50 tons per year for VOC.
To verify that the facility is in compliance,
Dolomite Products will be required to maintain
a log of monthly asphalt production at the facility, 12-month rolling totals of asphalt
production, and calculate annual totals of emissions. These records are to be
maintained for a minimum of five years, and must be made available with all supporting
data to Department inspectors upon request.
Also as part of this application, Dolomite
Products has proposed to use waste oil,
classified as "Waste Fuel A" in 6 NYCRR Part 225, as a fuel, in addition to natural gas
and fuel oil. Waste Fuel A does not contain chemical waste and is subject to
contaminant limitations specified in Part 225-2.4(b). For all three fuels, the contaminant
emitted at the greatest rate remains CO.
