This proposal is for a Part
360 Solid Waste Management Facility Permit (Research,
Development and Demonstration Permit) for a manure and 18, 000 gallons per day food
waste anaerobic digester at the Patterson Farm,off of Webb Road, Town of Springport,
Cayuga County. Digested manure mixture will be separated into: solids, which will be
used for bedding, sold as composted material and/or land applied as allowed by their
CAFO plan; and liquid, which will be land applied per their CAFO Manure Management
Plan. The creation of biogas will be used to produce electricity with two
engines/generators: waste heat will be utilized to warm the digester, and heat water which
will be used to chill milk prior to delivery onto the trucks.

The Department has made
a tentative determination to modify an existing permit for the
average discharge of 84.2 MGD municipal wastewater from the Metropolitan Syracuse
Wastewater Treatment Plant (WWTP). The modifications are based on a series of
engineering and scientific studies done to evaluate the need for upgrading the WWTP and
providing treatment of the combined sewer overflows (CSO) that occur in the WWTP's
service area. The studies were done due to a Judgment on Consent which required the
County to perform these studies. As a result the monitoring requirements for various
CSO treatment facilities are included in this draft permit. The current wastewater
treatment consists of activated treatment system followed by two new filtration facilities:
one to address ammonia removal and the other to reduce the phosphorous levels in the
WWTP's discharge. A draft permit is available for review.
