The Rockland County Solid Waste Management Authority is issuing a Final Request For Proposals (FRFP) for its Co-composting Facility and proposed Yard Waste Composting Facility. The Contractor shall (1) furnish all labor, materials, supplies, and equipment, (2) produce compost products by processing wastewater sludge and other acceptable materials with wood chips and clean wood waste, (3) operate and maintain all equipment (except the scale system), (4) account for, store and market the recovered material ensuring its beneficial use, and dispose of rejects at the adjacent Transfer Station or Alternate Disposal Facility, (5) complete certain initial capital improvements, and (6) secure all required construction-related permits.

Notice Of Public Hearing

Orange County - The Town of Deerpark Planning Board will hold a public hearing pursuant to Article 5.7 and Article 7 of the Town of Deerpark Zoning Law on the Site Plan and Special Use Permit application of Nextel of New York, Inc. for a cellular tower. The Hearing will take place on January 26, 2005 at 7:00 p.m. at the Town of Deerpark, Deerpark Building 2, located on Route 209. Information on this application is on file with the Town Clerk, Town Hall, Route 209, Huguenot, NY.

Positive Declaration And Public Scoping

Putnam County - The Patterson Planning Board, as lead agency, has determined that the proposed Patterson Crossing Retail Center may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Written comments will be received by the Patterson Planning Board until February 21, 2005. A public scoping session will be held on January 31, 2005 at 7:00 pm. at the Patterson Recreation Center Gymnasium, 65 Front Street, Patterson, NY. The action involves the construction of 439,500 s.f. of retail space, including a garden center and two thousand seventy-nine parking spaces. The project is located along NYS Route 311 at the intersection of Interstate 84.

Notice Of Acceptance Of Draft EIS And Public Hearing

Dutchess County - The Town of East Fishkill Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Lake Walton Park. A public hearing on the Draft EIS will be held on February 22, 2005 at 7:30 p.m. at the Town Hall, 330 Route 376, Hopewell Junction, NY. Written comments on the Draft EIS will be accepted until March 7, 2005. The action involves construction of 94 residential homes clustered on a 237 acre property that generally surrounds Lake Walton, with the eastern portion of the property bounded by the Dutchess County Trailway, formerly a railroad right-of-way. The subject property is currently a trailer park occupied at the time the proposed development project was made public (September 2001) by approximately 56 families.

The proposed layout of the 94 homes is designed to preserve open space and protect sensitive wetland areas. The development plan for Lake Walton Park is to offer 94 architecturally significant homes carefully situated to accentuate the lakefront, the wetlands, and the wooded private environment. The project is located at Lake Walton Road, with access from Homestead Drive and Cottage Drive.
