The Department has prepared
a draft permit pursuant to Article 19 (Air Pollution Control)
of the NYS Environmental Conservation Law and made a tentative decision to approve
an application for an Air State Facility Permit for Frito-Lay Inc. located at 10 Spud Lane,
Kirkwood, NY.
Frito-Lay’s facility in
Binghamton manufactures snack foods from corn, potatoes, and
seasonings through frying and baking operations. The facility also operates a primary
boiler (IBW gas or propane fired) with a heat input capacity of 79 mmBtu/hr and two
Cleaver Brooks backup boilers (12.5 mmBtu/hr each). The larger boiler was installed in
1986.
The production of potato
chips requires first that the spuds be cleaned, sliced and
blanched. Then the chips are fried in vegetable or animal oil, seasoned and packaged.
Frying causes the emissions of particulate matter and Volatile Organic Compound
(VOCs). The amount of VOC emitted is considered to be minimal due to the heavy
nature (low vapor pressure) of the oil. The DEC has requested that Frito Lay either test
its own emissions or provide emissions data from similar plants.
Process equipment includes
corn cook kettles (16 batch devices that release water vapor);
nine fryers; and 11 ovens. The vast majority of these vents are exempt from permitting
pursuant to 6 NYCRR 201-3.2c(2) for small combustion devices and 201-3.3c(18), an
exemption for blanching and cooking in food.
The draft permit contains
conditions that regulate emissions of oil droplets from the
fryers. The permit also contains an annual emission cap for Nitrogen Oxides (NOx),
under which the facility will remain minor and not subject to Title V.
The application, draft permit,
relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline date indicated. DEC may schedule a public hearing based upon an evaluation of
the nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.

The Department has prepared
a draft permit pursuant to Article 19 (Air Pollution Control)
of the NYS Environmental Conservation Law and made a tentative decision to approve
an application for an Air State Facility Permit for Cortland Line Company located at 3736
Kellogg Road, Cortland, NY.
Cortland Line’s facility
in Cortland, NY makes monofilament fishing line, braided line,
and fly fishing line. The monofilament line is made in an extrusion process, with
minimal emissions, and the braiding operation is mechanical, with no emissions. Volatile
Organic Compound (VOC) emissions result from the coating of braided line
(waterproofing, priming, coating with a plastisol, and topcoating).
The draft permit contains
conditions implementing 6 NYCRR 212 and also imposes a cap
on emissions of hazardous air pollutants, under which Cortland Line will remain a minor
facility and not be subject to either Title III Maximum Achievable Control Technology
(MACT) or Title V permitting.

The Department has prepared
a draft permit pursuant to Article 19 (Air Pollution Control)
of the NYS Environmental Conservation Law and made a tentative decision to approve
an application for an Air State Facility Permit for Lockheed Martin Corporation, 1801
State Route 17C, Owego, NY.
Lockheed Martin’s Owego
facility manufactures printed circuit boards. Electrical circuits
are etched onto sheets of copper-coated fiberglass panels. Individual sheets are then
laminated together. To create the circuits, copper is coated with a photo-sensitive
polymer and overlain with “artwork.” When exposed to Ultra-Violet light, some of the
light passes through the artwork and strikes the photoresist, causing it to polymerize. In
subsequent steps the unpolymerized photoresist is stripped away and the un-protected
copper is etched, leaving behind the copper protected by the polymerized photoresist.
Steps involved in this process include surface cleaning and preparation, lamination of
photoresist to copper, etching of copper and plating of tin/lead.
This permit regulates emissions
pursuant to 6 NYCRR Parts 212, 225 and 227 and also
imposes emissions caps for Hazardous Air Pollutants (HAP), Volatile Organic
Compound (VOC), Sulfur Dioxide (SO2) and Nitrogen Oxides (NOx) emissions, under
which Lockheed will remain a minor facility not subject to Title V.
