The Department has prepared
a draft permit and made a tentative determination to
approve this application. The application, draft permit, releveant supporting materials,
and regulations are available for review during normal business hours at the DEC office
indicated in this Notice. Comments of support or objection may be made by filing a
written statement by the deadline date indicated. DEC may schedule a public hearing
upon an evaluation of written comments. Hearing Notices will contain instruction on
filing for party status and submitting comments.
Colgate University, in Hamilton,
NY, operates a heating plant consisting of four boilers.
Two of the boilers fire #6 oil and are rated at 46.7 million BTU/hr and were installed in
May 1966; a third boiler, rated at 25.1 million BTU/hr, also fires #6 oil, and was installed
in 1987; a fourth boiler is a wood-fired Industrial boiler installed in 1981, with a heat
input capacity of 31 million BTU/hr.
The oil-fired boilers have
no emissions control, and all three exhaust through one stack.
The wood-fired boiler is equipped with multiple cyclones, with flyash re-injection.
The proposed permit established
emission limits on particulate matter, opacity, and fuel
sulfur. The permit also establishes annual emission caps for NOx, CO, and SO2 under
which the facility will remain minor and exempt from Title V.
