The applicant proposes to construct an 18 auditorium movie theater complex with 884 parking spaces, to be located in approximately 0.98 acres of DEC Wetland SYE-19, with a mitigation plan to create approximately 2.26 acres of emergent wetland at part of DEC Wetland SYE-11 (located off of Pheasant Road, south of Meyers Road in the Town of DeWitt). Both sites are located in the Ley Creek drainage basin. Location of the proposed theater complex is on the north side of Erie Blvd East, west of Thompson Road, east of Midler Ave. and south of NYS Route 690 and a railroad line.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
Syracuse City Planning Commission
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Jan 14 2005.
