The State Pollutant Discharge
Elimination System (SPDES) permit for this Sewage
Treatment Plant (STP) in Clinton county that discharges to the Saranac River has been
modified in accordance with New York State’s Environmental Benefit Permit Strategy
(EBPS).

This SPDES permit last underwent
technical review in 1989. In the intervening years
there have been changes in applicable federal and state law, regulation, policy, and permit
format. Consequently, there are several permit changes proposed. A summary of the
most significant changes follows:
A phosphorus limit has been
added to the permit consistent with the September 25, 2002
Lake Champlain TMDL. Because of the way the phosphorus limit is calculated, i.e. a 12
month rolling average, compliance will not be measured until 12 months from the date of
permit issuance.
The TSS limits have been
reduced in accordance with federal regulations (40 CFR
133.105b).
Due to water quality concerns
the chlorine limit has been reduced; a new nitrite limit
added; and routine monitoring for nitrate, copper, lead, and zinc added. Annual
monitoring for other priority pollutant metals has also been included.
A survey of contributing
industrial users is required to better characterize the industrial
pollutant loadings and their impact on effluent quality.
Mass limits for BOD and
TSS were previously expressed to 3 significant figures. These
analytical methods do not provide for this level of precision. Therefore, these mass limits
have been revised to 2 significant figures. As a practical matter, the new BOD mass
limits are the same as the old. The TSS limits are different due to a reduction in the
concentration basis used to calculate them.
