The Department has received an application
from Dalrymple Gravel & Contracting Co
Inc for a new 56.98 acre sand and gravel mine on a 146.9 acre property in the Town of
Bath. The mine site is located on the northwest side of NYS Route 226, and is centered
approximately 0.9 miles northeast of the Village of Savona. Excavation by mechanical
equipment is proposed to remove approximately 1,200,000 cubic yards of sand and
gravel over a 20 year operational life. Material will be processed on site by dry
screening and stockpiled for loading onto transport trucks. Dalrymple Gravel has
estimated truck traffic from hauling operations to vary from zero to a peak of 25 trucks
per hour.
Mining is not proposed to a depth below
the local water table. Plans show grades that
will retain storm water runoff within the mined area and allow infiltration into the soil. No
off site discharges are proposed. There are no NY State regulated streams or
freshwater wetlands within the LOM area, although it borders the 100 foot wide adjacent
area of Class 2 Freshwater Wetland SV-9. The wetland is at a lower elevation and
should not be affected by excavation in highly porous soils above the water table outside
of its adjacent area. Storage of diesel fuel on site is proposed, and containment
structures sufficient to hold 110% of the stored volume will be required to minimize the
potential for ground water contamination.
Hours of operation proposed are weekdays
and Saturdays from 6 AM until 8 PM, with
no operations on Sundays and legal holidays. Final reclamation to vegetated meadow
or pasture land is proposed, and will include the replacement of stockpiled topsoil and
seeding with an approved mixture.
The application is available for review
at the Region 8 NYSDEC office, and a copy of the
application materials has been sent to the Town of Bath.
