The applicant operates
a rendering facility on Webb Road, Town of Binghamton, Broome
County. Although American rendering is an existing facility that has historically been authorized
by permit to landspread wastes generated at the facility (waste waters and bio-solids), regulatory
changes have necessitated that American Rendering seek new authorizations for these activities.
Due to the regulatory changes, American Rendering is required to obtain two new permits; one
for the landspreading of the bio-solids and one for the discharge of the wastewaters. This notice
is an indication that the Department has determined that the application materials associated with
the proposed continued landspreading operation are complete and are available for public review
and comment. American Rendering generates approximately 25,000 gallons per year of bio-solids. Under the proposal, landspreading would be authorized from May 1 - December 1.
During other times of the year bio-solids would be disposed of utilizing a scavenger (the ultimate
disposal location would be a sanitary wastewater sewage treatment plant). Approximately 10
acres are available for landspreading; the applicant proposes to use eight acres of the total
available. American Rendering estimates that less than 2,000 gallons per acre, per year, will
be
landspread. The Department has made a tentative determination to approve this application.
American Rendering’s application for the discharge of wastewaters is not yet complete. A
separate public notice will be published at a later date
