This Department has received a request to issue a permit and has drafted an Article 19

(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the

facility located at Harden Furniture, Inc.  8550 Mill Pond Way McConnellsville, NY 13401.

The Department has made a tentative determination to approve the application of the Harden Furniture, Inc. facility, a Wood Furniture production operation.  The State Facility Permit allows the operation of Emission unit 1-finis which includes a new drying oven and the increased utilization of an already existing spray booth in the main production line. The facility has capped out of 6 NYCRR Part 231-2 requirements by limiting emissions of Volatile Organic Compounds (VOCs). This will be done by tracking the VOC content of the “as applied” coatings and limiting the hours per year the main production line can run. The State Facility Permit will be incorporated into the facility's Title V Air Permit within 18 months. The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.

    The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit.  DEC has made a tentative determination to re-issue this permit for a five year term maintaining current effluent limitations and monitoring and reporting requirements.  This permit involves the surface discharge of up to 1,800 gallons per day of treated sanitary waste to the Grasse River.

    Additional information on this permit may be requested from or inspected at the NYSDEC Central Office in Albany.  Substantive comments must be submitted in writing to the contact person.
