Notice is made that Mr. Steven Sapperstein owner of:

upon application and investigation has satisfied the requirements of 6 NYCRR Part 232, §232.3 Variances.

§232.3 Variances, allow Perchloroethylene Dry Cleaning Facility owners who meet the specific requirements of this section to petition the Department to be relieved of certain Part 232 requirements. In this instance Concept 4 Dry Cleaners, Inc., d.b.a. Steve’s Valet Cleaners sought a §232.3 Variance in relief of the §232.6 requirement to install only new fourth generation equipment at an existing facility. In particular, Steve’s Valet Cleaners purchased and installed in February 2003 two used REALSTAR Model RS-473 fourth generation dry cleaning machines (S/N 42G7-208HW and 42L6179). At that time these refurbished, used machines were considered "as new" pursuant to a then current DEC policy interpretation which was rescinded on May 28, 2003. The Department grants Concept 4 Dry Cleaners, Inc., d.b.a. Steve’s Valet Cleaners 118 Woodbury Road, Woodbury, NY 11797-1407; DECID 1-2824-01871, a variance from the requirements of 232.6 and 232.16 for this one instance. This variance shall be maintained by operating the facility in full compliance with Part 232 and any and all other applicable regulations.

Positive Declaration

Suffolk County - The Zoning Board of Appeals of the Village of East Hampton, as lead agency, has determined that the proposed East Hampton Library Expansion may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposed 6,812 square foot addition to the existing 16,667 square foot Library with provision for a total of 35 on-site parking spaces. The subject property is 98,683.43 sq. ft. in size and is a contributing property in the East Hampton Village Historic District as listed on the National Register of Historic Places and the Main Street Historic District which is subject to Chapter 176 of the Village Code, Preservation of Historic Areas. The project is located at 159 Main Street, East Hampton, NY.
