Public Notice for Review and Comment of the DEC Statewide Draft Policy "Cooperating Forester Program" The New York State Department of Environmental Conservation has prepared the Draft Policy titled "Cooperating Forester Program".

This Draft policy amends current Department Policy that established a "Cooperating Consultant and Industrial Forester" program providing a protocol for referral of private forest owners seeking forestry assistance pursuant to Section 9-0701 and 9-0713 of Title 7 of the Environmental Conservation Law, to qualified private foresters.

Provisions of this cooperative program, established in 1978 to enhance the opportunities for forest owners to access professional assistance in the management of private forest lands, are being amended to clarify existing procedure and definitions, amend provisions for Directory format, encourage training and educational opportunities, and modify conflict review committee constituency.

The Draft Policy may be accessed www.dec.state.ny.us/website/dlf/index.html . The Draft Policy may also be obtained from the Director, Division of Lands and Forests, 625 Broadway, Albany, NY 12233 - 4250.

Written comment on the Draft Policy will be accepted for 30 days from the publication date of this notice, at the above address or at the following internet address lflands@gw.dec.state.ny.us .


Notice of Extension of Written Comment Period

Lead Agency: New York State Office for Technology (“OFT”)

Project Title: New York Statewide Wireless Network (“SWN” or “Network”)

In an ENB notice originally published on September 29, 2004, OFT declared that it accepted a Draft Generic Environmental Impact Statement (“DGEIS”) regarding the SWN and announced that it would hold public hearings regarding the DGEIS at sixteen (16) locations throughout the State of New York. The same ENB notice indicated that OFT would accept written comments from the public regarding the DGEIS until November 30, 2004. In response to a single request for an extension of the comment period made by a member of the public, OFT will now accept written comments on the DGEIS until the close of business on December 15, 2004.

A copy of the DGEIS will remain available at the locations set forth in the prior ENB notice and can still be viewed online at www.oft.state.ny.us/swn/. Written comments should still be submitted to the New York State Office for Technology, Statewide Wireless Network Project Office, State Capitol, ESP, Albany, New York 12220-0062, Attn: SEQRA Comments. In addition, written comments may be submitted to OFT online at www.oft.state.ny.us/swn.

6NYCRR Section 1.31 Notice of Adoption

Pursuant to the Environmental Conservation Law, Section 11-0903, the Department of Environmental Conservation hereby gives notice of the following:

Notice of Adoption for 6NYCRR Section 1.31 relating to hunting black bear. This rule adoption will be published in issue 47 of the State Register, dated 11/24/2004 and will be effective upon publication.
