ENB Region 8 Completed Applications 11/17/2004

The Department has received a Mined Land Reclamation application from Narde Paving Company for the expansion of the mine site known as the Pallidino Brewer Buchtel Pit. The applicant proposes to expand an existing 27.9 acre sand and gravel mine to 30.2 acres within properties totaling 175.5 acres.  The project site is on the Robert Brewer and Paul Buchtel properties, at 3010 Lake Road, between Newtown Creek and NYS Route 17, in the Town of Horseheads.

Operation of the mine will continue surface extraction of gravel.  Mining is proposed for as much as 30 feet below the local water table, and will enlarge an existing pond on the mine site from 3 to 27 acres.  Excavation will be by front end loader, excavator, and drag line below the water surface.  In addition to areas previously approved, mining operations will remove approximately 80,000 cubic yards of material from the 2.3 acre expansion of the life of the mine area.  Material will continue to be processed by washing, screening, and crushing on the site, with wash water being returned to the expanding pond.  Hours of operation will continue to be Monday through Saturday from 7 AM until 5 PM with no mining permitted on Sundays. The applicant has estimated the maximum truck traffic to be 15 round trips per hour.  Final reclamation will restore the site to meadow surrounding the enlarged pond.   Reclamation will include the replacement of stockpiled topsoil and re-seeding of the area around the pond.

The application is available for review at the Region 8 NYSDEC office, and a copy of the application materials has been sent to the Town of Horseheads.
