This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control)
of the Environmental Conservation Law, an Air State Facility
Permit, at Rome Hospital Murphy Memorial Hospital, the facility located at 1500 N.
James Street, Rome NY 13440.
The Department has made
a tentative determination to approve the application of the
Rome Hospital Murphy Memorial Hospital, which provides medical care to sick and
inured people. The Air State Facility Permit allows the operations of emission unit 1-BOIL1, which includes
the operation of a two Cleaver-Brooks 20.412 million Btu/hr
boilers that use natural gas with fuel oil backup. The facility has capped out of Title
V
Permitting for sulfur dioxide by tracking and restricting the amount of natural gas and
fuel oil used, and restricting the sulfur content of the fuel oil used. The draft permit with
conditions is available for review in the Region 6 offices in Utica and Watertown, New
York.

The applicant proposes to
develop an 11.4 acre sand a gravel mine on a 50.4 acre parcel
owned by James and Patricia Bowdish, 500 Murphy Road, Lisbon, New York 13658. In
addition, a 300' long x 12' wide roadway through regulated freshwater wetland LI-5, a
6144 acre Class II wetland, predominately wet meadow and shrub wetland at the crossing
site, would be constructed to access the site. The project site is located approximately
2,000' northwest of Murphy Road, 2,500' southwest of the intersection of Murphy and
Basley Roads, three miles south of the Village of Lisbon. Sand will be primarily mined
for winter road sanding.
