The Applicant proposes to
construct an intermodal facility at Port Ivory, a former Proctor
and Gamble manufacturing facility located in the northwest corner of Staten Island. The
intermodal facility will provide for the transfer of shipping containers to and from rail
cars for distribution to other states in support of the container terminal operations at Port
Authority's Howland Hook Marine Terminal.
The complete plans for the
site include three construction phases. Phase 1A at the Port
Ivory Intermodal Facility (PIIF) will include:
Phase 1A is the only phase
being considered for construction at this time, and is therefore
the only Phase for which the Department has received an application and completed its
review. The Applicant will make a decision as to whether to proceed with Phase 1B and
Phase 2 after the completion of Phase 1A and a determination that operations at the PIIF
warrant expansion of the facility. Subsequent phases require separate application to the
Department for review and approval.
Phase 1A will result in
wetland impacts for which the Applicant has proposed appropriate
mitigation.

The applicant proposes to
construct 4 attached one-family housed within the adjacent
area of NYSDEC regulated Class 1 Freshwater Wetland NA-7 (South Beach). A five foot
wide planting strip will be established between the development and the wetland to
reduce impacts. The project site is located at the intersection of Wentworth and Quincy
Avenues, Staten Island Block 3410, Lots 48 & 51. This project site is also located within
the Staten Island Mid-Island Bluebelt Moratorium area which prevents issuance of a
NYSDEC permit for the proposed project until conclusion of the moratorium.
