Project Description: F. C. Properties, a volunteer participating in the Departmentís voluntary cleanup program, proposes to install and operate an air sparge/soil vapor extraction system (AS/SVES) to treat tetrachloroethene (PCE) present in the on-site groundwater at the Coral Graphics site. The system would consist of 12 on-site air sparge wells installed at approximately 40 feet below the water table to inject air into the contaminated groundwater. The inject air would strip off volatile organic compounds (VOCs), including the PCE, in the groundwater. The injected air with the volatilized VOCs would be, in effect, vacuumed up by five vertical vapor extraction wells. The influent would be passed through activated carbon units which adsorb the VOCs. The treated air would be emitted to a stack on the treatment building. Appropriate monitoring of the air stream would be performed to ensure that the emissions meet applicable air regulations. Treatment of the effluent would be required for as long as necessary to meet the air regulations. All wastes generated by the system would be shipped off-site for disposal. This proposal would be the final remedy for operable unit #1 (OU-1) for on-site soils and groundwater.
Comment Period: The On-Site Remedial Action Work Plan, which provides further details on the design of the AS/SVES and the environmental conditions at the site, is available for review at the public repositories listed below. Written comments on the proposed remedy for OU-1 will be accepted for 30 days following the date of this notice. Written comments expressing objection or opposition to the remedy must explain the basis of that opposition and identify the specific grounds which could lead the Department to impose significant changes to the proposed remedy. No formal response is made to comments received.

Suffolk County - The Town of Huntington Planning Board, as lead agency, has determined that the proposed Kiruv Estates [Subdivision] may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The proposed action is a request for the modified subdivision of a 7.07-acre site within a Town Historic District [Old Huntington Green] in order to construct four groups of attached units (three of the groups would have two units and one group would have three units for a total of 9 units), a private roadway and two stormwater impoundment/drainage areas (Preliminary Map dated revised, 9/1/04). Three (3) existing structures, two (2) of which are designated historic would remain. The historic structures and surrounding 1.72 acres of land are proposed for dedication to the Town. Two (2) existing barns, cottage and access driveway from Park Avenue are proposed for removal. The application also proposes the continuation of a historic trail through the area to be dedicated to the Town of Huntington. Although the proposed project is not within the Huntington Sewer District boundaries the applicant proposes to petition the Town Board for sanitary wastewater collection and treatment and disposal to the Huntington Sewer District. Public water is to be provided by the Suffolk County Water Authority. The project site is located at the southwest corner of Park Avenue (CR 35A) and Woodhull Road in the Village Green area of Huntington Village within an R-7 Residence District Zone (minimum 7,500 square feet of gross lot area), designated as # 0400-73-01-038, 041.1 & 042 and 0400-97-02-107 on the Suffolk County Tax Map.

Nassau County - The Nassau County Planning Commission, acting on behalf of the Nassau County Legislature as lead agency, has accepted a Final Generic Environmental Impact Statement. The action involves the consolidation of County services and expansion of existing facilities/construction of new facilities, as well as the disposal of County-owned parcels that are no longer needed. The proposed action includes two alternative development scenarios for properties located in the Village of Garden City, as well as additional properties in the Village of Mineola and the Town of Hempstead. Copies of the document will be distributed to involved and interested agencies. It will also be available at the Nassau County Planning Office at 400 County Seat Drive, Mineola, NY.
