The Department has prepared
a draft permit and has made a tentative determination to
approve this Air State Facility application for an existing Title V facility. The applicant is
planning to shut down and remove one 150 MM Btu/hr boiler and install a new 137.8
MM Btu/hr Nebraska NSX G-87 boiler. The facility is capping out of 40 CFR 52-A.21,
PSD in terms of sulfur dioxide by limiting the yearly emissions to under 100 tons (95 tons
for any twelve consecutive months.) The proposed boiler replacement project is not
subject to New Source Review for either NOx or VOC. The application, draft permit,
relevant supporting materials and regulations are available for review during normal
business hours at the DEC office provided in this notice. Comments of support or
objection may be made by filing a written statement by the deadline date indicated. DEC
may schedule a public hearing based upon an evaluation of the nature and scope of any
written objections raised. Hearing notices will contain instructions on filing for party
status and submitting comments.

within the adjacent area of Freshwater Wetlands NA-7 it is included a current moratorium
which prohibits NYSDEC from issuing a permit for this project until conclusion of the
moratorium.
