Office of General Services

Pursuant to Section 30-a of the Public Lands Law, the Office of General Services hereby gives notice to the following:

Notice is hereby given that the New York State Office of General Services has declared that 350 Elmendorf Drive, located in the Town of Ulster, County of Ulster, is no longer useful for State program purposes and has been declared abandoned to the Commissioner of General Services for sale or other disposition as unappropriated State Land. This abandonment was approved October 15, 2004.

Rescheduling Notice

Rockland County Solid Waste Management Authority Cocomposting Facility Draft RFP Preapplication Meeting/Tour Time Changed to 1:30PM

The Rockland County Solid Waste Management Authority (RCSWMA) has issued a Draft Request for Proposals for its Cocomposting Facility and proposed yard Waste Facility. The preapplication meeting and site tour date remains Wednesday, November 17, 2004, the meeting time has been rescheduled to 1:30 PM. It will be held at the Authority's Conference Center at the address below. Copies of the Draft RFP and supporting documents are available c/o:

Positive Declaration And Public Scoping

Putnam County - The Putnam Valley Planning Board, as lead agency, has determined that the proposed Emerald Ridge Single-Family Detached Residential Subdivision may have a significant adverse impact on the environment and a Draft environmental Impact Statement must be prepared. A public scoping session will be held on November 15, 2004 at 5:30 p.m. at the Putnam Valley Town Hall, 265 Oscawana Lake Road, Putnam Valley, NY. The action involves the applicant, VS Construction Corp., proposing a 24-lot single-family detached residential subdivision on a parcel of land that is 85.5 acres. The project is located north of Peekskill Hollow Road and east and north of Marsh Hill Road in the unincorporated area of the Town of Putnam Valley, Putnam County, New York

Positive Declaration

Westchester County - The Planning Board of the Village of Buchanan, as lead agency, has determined that the proposed LaFarge North America Plant Expansion may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves an application from La Farge North America for a 105,938 square-foot addition (plant building addition: 54,532 s.f.; warehouse: 50,000 s.f.; mill addition: 1,406) to the existing La Farge Gypsum Plant, as well as associated improvements including, but not limited to, settling ponds, 72 truck parking spaces, fuel tanks, fueling pads, and a transformer. The 39.2-acre property is located in the M-2 Light Industrial District at 415 Broadway in the Village of Buchanan, Westchester County, New York and is known as Tax Lot 43.10-1-2.
