The applicant proposes to
install a 36" diameter CMP Culvert with a concrete box drop
inlet water level control structure through the road base of the Erie Canal Road at the
Chase Lake outlet. An existing 60" culvert installed in the roadway in 2003 was found to
be in sound condition and will act as a secondary spillway. The project is designed to
ensure highway integrity and for maintainance of traditional water levels in Chase Lake.
The site is located approximately 4.5 miles south of Crystal Dale, 9 miles southeast of the
Village of Lowville.

This Department has received
a request to modify a permit and has drafted an Article 19
(Air Pollution Control)
of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Utica Cutlery Company, 820 Noyes St., Utica, NY 13501.
The Department has made
a tentative determination to approve the application of the
Utivca Cutlery Company, a producer of metal cutlery and pocket knives. The
modification to the State Facility Permit allows the removal of operations of emission
units U-000J and U-000K, and the continues operation of Emission unit U-000P, which
includes the converored degreasing of stainless steal flatware and metal and plastic parts
for pocket knives in a closed loop system . The facility has capped out of Title V
Permitting requirements by tracking and restricting it's emissions of Hazardous Air
Pollutants below individual emissions of 10 tons per year and cumulative emissions of 25
tons. The draft permit with conditions is available in the Region 6 NYS DEC offices in
Watertown and Utica, New York.

The applicant proposes to
develop and operate a 5 acre life of mine, surface sand mine on
a 60.2 acre parcel owned by Allen J.Tower, 2880 Main Street Hopkinton, New York
12965. The site is located 300' south of Port Kent Road, 2,300' easterly of Sand Street,
approximately 1 mile east of Nicholville. Sand will be used primarily for winter road
sanding and Town road maintainance. Excavation will be done with a front end loader
and transported by Town dump trucks. Extraction of approximately 3,000-4,000 tons per
year over a 15 year period is anticipated. Final reclamation will be to an open-space
condition. This Notice is a joint notice between the New York State Department of
Environmental Conservation and the Adirondack Park Agency (APA). A Commercial
Sand and Gravel Extraction Permit - a Class B Regional Project pursuant to Section
810(2)(c)(12) of the Adirondack Park Agency Act is required. The APA contact is Mr.
