The Department has proposed
an Air State Facility Permit for the application that was
received for the Power and Composite Technologies Inc. facility located on 200 Wallins
Corners Road, Town of Amsterdam, County of Montgomery, owned by Power and
Composite Technologies Inc., Amsterdam, New York. The facility manufactures
fiberglass reinforced plastic (composite) components for industrial applications using wet
lay up, filament winding, and closed molding techniques. The facility includes areas
where open and closed molding processes (using hand lay up application, filament
winding, etc. of resins and fiberglass) are performed, a spray booth, curing ovens, and
finishing operations (cutting, sanding, grinding, etc.) with an associated dust collection
system. The facility currently has an Air Facility Registration and proposes to obtain an
Air State Facility Permit. In order to remain below the applicability threshold for Title V
permitting and 40 CFR 63, Subpart WWWW National Emission Standards for Hazardous
Air Pollutants: Reinforced Plastic Composites Production, the applicant has proposed
restricting the potential to emit through enforceable permit conditions which will limit or
cap emissions at a level which is less than 10 tons per year for styrene which is a
hazardous air pollutant (HAP). The applicant has agreed to permit conditions which will
limit styrene emissions by restricting the usage of the materials. By accepting the
enforceable permit limit or cap, the facility will not be subject to Title V permitting or 40
CFR 63, Subpart WWWW National Emission Standards for Hazardous Air Pollutants:
Reinforced Plastic Composites Production. The facility will be required to maintain
records and report this data to verify compliance with permit conditions and limits.

the subject Air State Facility files, including the application
with all relevant supporting materials, the draft permit, and all other materials available to
the DEC that are relevant to this permitting decision should contact the DEC
representative identified in this announcement. The DEC will endeavor to make the files
available within two business days of contact, during normal business hours.
