The applicant proposes to construct a subdivision on a 58.58 acre parcel, resulting the placement of fill in 152 feet of intermittent stream channel and 0.12 acre of federal wetlands, and 0.22 acres of wetland creation as mitigation.  The project is located on the west side of Boght Road, 400-1900 feet south of Haswell Road in the Town of Colonie, Albany County.

The applicant proposes to conduct a streamside planting program to improve the stability and integrity of  a section of Stony Clove which has minor erosion problems.  The area of erosion is likely to develope severe erosion problems if left as they currently are.  The program consists of plantings of various native plants in openings between existing stone rip rap along approximately 87 feet of streambank.  The site is located just upstream of Jansen Road in the hamlet of Lanesville.

The applicant proposes to conduct a streamside planting program to improve the stability and integrity of  a section of Stony Clove which has minor erosion problems.  The area of erosion is likely to develope severe erosion problems if left as they currently are.  The program consists of plantings of various native plants in openings between existing stone rip rap along approximately 160 feet of streambank.  The site is located on the south side of State Route 214 approximately 0.2 miles east of Wright Road.

The applicant proposes to conduct a streamside planting program to improve the stability and integrity of  a section of Stony Clove which has minor erosion problems.  The area of erosion is likely to develope severe erosion problems if left as they currently are.  The program consists of plantings of various native plants in openings between existing stone rip rap along approximately 419 feet of streambank.  The site is located just downstream of the Jansen Road bridge in the hamlet of Lanesville.

The Department has proposed an Air State Facility Permit for the application that was received for the Power and Composite Technologies Inc. facility located on 200 Wallins Corners Road, Town of Amsterdam, County of Montgomery, owned by Power and Composite Technologies Inc., Amsterdam, New York.  The facility manufactures fiberglass reinforced plastic (composite) components for industrial applications using wet lay up, filament winding, and closed molding techniques.  The facility includes areas where open and closed molding processes (using hand lay up application, filament winding, etc. of resins and fiberglass) are performed, a spray booth, curing ovens, and finishing operations (cutting, sanding, grinding, etc.) with an associated dust collection system.  The facility currently has an Air Facility Registration and proposes to obtain an Air State Facility Permit.  In order to remain below the applicability threshold for Title V permitting and 40 CFR 63, Subpart WWWW National Emission Standards for Hazardous Air Pollutants: Reinforced Plastic Composites Production, the applicant has proposed restricting the potential to emit through enforceable permit conditions which will limit or cap emissions at a level which is less than 10 tons per year for styrene which is a hazardous air pollutant (HAP).  The applicant has agreed to permit conditions which will limit styrene emissions by restricting the usage of the materials.  By accepting the enforceable permit limit or cap, the facility will not be subject to Title V permitting or 40 CFR 63, Subpart WWWW National Emission Standards for Hazardous Air Pollutants: Reinforced Plastic Composites Production.  The facility will be required to maintain records and report this data to verify compliance with permit conditions and limits.

Persons wishing to inspect the subject Air State Facility files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC that are relevant to this permitting decision should contact the DEC representative identified in this announcement.  The DEC will endeavor to make the files available within two business days of contact, during normal business hours.

The applicant proposes to construct a low berm and excavate material upstream of the berm to impound 1.5 acres of water within freshwater wetland BS-2 to enhance wetland habitat under the USDA Wetland Reserve Program. The project is located on Dunham Road just east of the Ouleout Road intersection.

The applicant is proposing to add a new chemical (Spectrus NX 108) to the groundwater treatment system at the Congress Street facility.  The addition of the chemical will be added to control biological growth in the groundwater system.  The addition of the new chemical requires a modification SPDES permit.  The Department is proposing to add monitoring for Total Residual Chlorine to Outfall 01A.
