Project Description: The action involves tree cutting on forest preserve land for improvement/expansion of an existing car top boat access site on Little Long Lake, as well as establishment of a campsite on the opposite shore. Six trees larger than 3" dbh will be cut as part of this project. This work will result in the facilities being accessible. This is a project required by the settlement agreement of Galusha versus New York State. It was modified from the original project listed in the Black River Wild Forest UMP by making the facilities accessible. Adirondack Park Agency has determined that the changes in the project from what was originally envisioned in the UMP were not significant enough to require an amendment to the UMP. SEQR was addressed in the original UMP so no further SEQR action is needed. This notice is as required by Lands and Forests policy LF-91-2 and Commissioner's Delegation Memorandum Number 84-06.
St Lawrence County - The Town of Brasher, as lead agency, has determined that the proposed Helena Water District will not have a significant adverse environmental impact. The action involves the Town of Brasher proposing to provide a water distribution system to serve Town residents, businesses, and institutions within the proposed Helena Water District. The project is located in the Helena Water District, Hamlet of Helena, Town of Brasher, St. Lawrence County, New York, including County Route 53, Depot Street and Hogansburg Road within the Hamlet area.

St. Lawrence County - The Town of Potsdam Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Wal-Mart Supercenter. A public hearing on the Draft EIS will be held on November 16, 2004 at 7:00 p.m. at the Town Hall, 35 Market Street, Potsdam, NY. Written comments on the Draft EIS will be accepted until November 30, 2004. The action involves the construction of an approximately 183,000 square foot Wal-Mart Supercenter retail facility and gas station with paved parking, access driveways, utilities and storm water facilities to support the proposed use. The proposed action also includes two (2) remaining out-parcels to be used for eventual commercial development. The project site is zoned R-A Residential Agricultural, C-C Community Center and P-D Planned Development Overlay. The project site is located to the south of New York State Route 11 in the Town of Potsdam, St. Lawrence County, approximately 6,000 feet west of the Village of Potsdam.
