The Department has made
a tentative determination to approve an application from the
Onondaga County Department of Drainage and Sanitation for the Seneca River discharge
from the Wetzel Road Wastewater Treatment Plant located in the Town of Clay,
Onondaga County. The aged plant is to be upgraded and the new facility will double in
capacity from 3.5 MGD to 7.0 MGD with the ability to handle peak flows up to 12.5
MGD. The upgrades include a new influent building with updated screen and grit
removal equipment, primary settling, biological treatment for CBOD5 and ammonia
removal using a two-stage biological aerated filter system, tertiary effluent filtration, UV
disinfection and post-aeration. The application and draft permit are available for review
in the Syracuse Office.

The Town of Hastings proposes
a 12 acre sand and gravel mine on a 16.45 acre parcel of
land owned by the Town and located approx. 0.5 miles south-east of Hastings. The
majority of the proposed mine site has been affected previously by mining activity. All
mining will be performed outside the nearby state wetland and its 100 foot buffer. The
site shall be reclaimed as an open water pond. The application is available for review in

surface mine unconsolidated sand and gravel within a 1.54 acre
life-of-mine facility, on an 8.5 acre parcel of land owned by the applicant. There will be
no processing facilites on site. The site will be reclaimed as a relatively flat lot which can
be used for commercial or residential development. This project is located along Route
434 in the Town of Owego, Tioga County approximately 1 mile east of the intersection of
Pennsylvania Ave. and Route 434.
