The Department has made
a tentative determination to approve a new Part 360 solid
waste management facility permit for the Village of LeRoy which proposes to construct a
60 wet ton per day N-Viro alkaline stabilization facility that will accept the Village's
wastewater sludge and sludges from other wastewater treatment facilities, to be located
at the existing Village composting facility. The N-Viro process includes the addition of
reactive and non-reactive admixtures to wastewater treatment plant sludges to generate a
marketable soil conditioner (or Ag Lime) called "N-Viro soil." The admixtures, which
must be approved by the Department prior to use, may include cement kiln dust, lime kiln
dust, quicklime fines, coal ash, wood ash, or pulverized or hydrated lime. These
materials will be mixed, pasteurized, shredded and tested to produce a salable product.
Facility emissions will be controlled by a Biofilter which will consist of sending process
gases via perforated piping through a bed of wood chip and yard yaste or compost media.
The facility will be operated by WeCare Organics. The file is available for review and
comment at the Region 8 office.

Applicant proposes to construct
an unmanned drive through ATM kiosk consisting of 2
ATM machines under a canopy structure . The project is located at on the east side of
Moseley Road, adjacent to the Perinton Square Mall and will require the filling of 0.49
acres of a Federal wetland and temporary impact of 0.113 acres of Federal wetland.
Culverts will be placed under the driveway in two locations to maintain the hydrologic
function of the undisturbed wetlands. Erosion and sedimentation controls are
incorporated into the design of the project. The remaining 5.15 acres of forested wetland
east of the project site will be donated and preserved under the Town of Perinton's Open
Land Program.

The Department has received an Air State
Facility application from the University of
Rochester. The University currently holds a Title V permit for operation of its Power
Plant, University River Campus, and Strong Hospital Medical Center. With this
application, the University proposes to modify operations and reduce potential
emissions, capping facility emission levels below Title V thresholds.
The facility is located at 390 Elmwood Avenue
in the City of Rochester, Monroe County.
Facility Emission Units (EU) include:
EU 0-00002, a multiple chamber incinerator
for cremation of animal remains and
bedding;
EU 0-00008, a multiple chamber retort incinerator
for cremation of human remains;
EU 0-00010, an incinerator permanently shut
down;
EU B-OILR1, a coal fired boiler permanently
shut down;
EU B-OILRS, three existing boilers and one
new boiler capable of burning either natural
gas or #2 fuel oil, and a single #2 fuel oil fired boiler.
The modification consists of: addition of
a 245.5 million BTU per hour boiler and
generator unit which will generate power and steam for the University facility and be
able to feed power back to the grid, and; limits on facility emissions. The University has
proposed to restrict facility potentials to emit oxides of nitrogen (NOx) and sulfur dioxide
(SO2) to below the 100 ton per year applicability thresholds in 6 NYCRR Part 2016 (Title
V), Part 231-2 New Source Review in Nonattainment Areas and Ozone Transport
Regions, and 40 CFR 52-A.21 Prevention of Significant Deterioration (PSD). In
response, the Department has drafted Permit Conditions to limit fuel usage by all five
boilers to restrict facility potential to emit NOx and SO2.
To verify that the facility is in compliance
with these permit conditions, the University of
Rochester will be required to maintain a log of fuel use, 12 month rolling totals of fuel
use, calculate monthly emissions of NOX and SO2, and calculate 12 month rolling
totals
of emissions. These records are to be maintained for a minimum of five years, and
must be made available with all supporting data to Department inspectors upon request.
The application and Draft Permit are available
for review at the Region 8 NYSDEC office
and will also be made available by the University of Rochester.
