The applicant has proposed
the establishment of a new red slate quarry, totaling +/-25
Life of Mine (LOM) acres, located within a +/-50-acre contiguous parcel owned by the
applicant. The mine will operate as a 5-phase traditional surface opening extraction of
consolidated slate by means of drilling, fractional blasting and mechanical excavating,
standard for this type of mining operation. The extraction will begin with Phase 1, located
at the west side of the proposed quarry area, and proceed easterly and northerly into the
hillside, and then slope downward as the extraction follows the bedding angle. An
excavator will be used to remove the overburden, loosen large blocks of slate and load
trucks. As quarrying proceeds, drilling and fractional blasting may be necessary to loosen
the material, and penetration below the water table is expected. This aspect of the
operation will require periodic quarry de-watering and a resultant surface discharge to the
north. The quality slate will be trucked off site for processing, and any slate waste is
proposed to be crushed on-site by means of a crusher with a capacity of less than 150 tons
per hour. The expected mineral removal is stated as 500,000 cubic yards over a period of
25 years. The site is located on Tanner Hill Road, approximately 0.5 miles from north of
the Holcombville Road intersection. Application materials are available for public review
and comment at the NYS DEC Regional Sub-Office in Warrensburg.
