Project Description:
For the newly established Route 9/Spellman Road Water District, the proposal is for the taking of a supply of water in amounts estimated to average 12,000 gallons per day via the Southeast Beekmantown Water District whose approved source is the Town of Plattsburgh's Morrisonville Well Field.  The new water district will serve the area in the vicinity of NY Rt. 9 and Spellman Road including the Gateway Industrial Park.  The project is to include the installation of 9300 lineal feet of 12 inch diameter ductile iron water distribution main with associated valves, fire hydrants and appurtenances.  WSA# 10,661.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency:
None Designated
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Nov 1 2004.

Project Description:
The applicant proposes an expansion of the currently permitted sand and gravel mine located 0.3 miles southwest of the Johnson Rd and Duane Rd intersection, at the Titus Mountain Ski Center.  The proposal involves expanding the 13 acre site by three acres to the north and west, for a total Life of Mine area of 16 acres.  Operations will continue in the same manner, with mining progressing in the westerly and northerly direction, and onsite crushing and screening.  The pit floor will be reclaimed as parking areas for the ski center, and grassy vegetation will be established on all slopes.
