The Department has prepared
a draft permit pursuant to Article 19 (Air Pollution Control)
of the NYS Environmental Conservation Law and made a tentative decision to approve
an application for a State Facility Permit for BMC Industries for their facility, Buckbee
Mears Cortland Div BMC located at 30 Kellogg Road, Cortland, NY.
BMC makes aperture masks
for use with cathode ray tubes and medical stents. Aperture
masks are thin metal sheets (carbon steel or a nickle-steel alloy) that have been etched
with holes, through which electrons pass before striking phosphorescent cathode ray
tubes. The process involves chemical cleaning, coating, printing with ultraviolet light,
developing, etching, stripping and rinsing. Medical stent production follows a similar
process although the holes are made by laser cutting rather than chemical etching. BMC
also operates four natural gas-fired boilers.
The facility submitted to
DEC a permit application requesting an emissions limitation to
cap out of Title V for hydrogen chloride emissions.
The application, draft permit,
relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline date indicated. DEC may schedule a public hearing based upon an evaluation of
the nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.

located at 6000 Thompson Road, DeWitt (T), Onondaga County, NY. The Department
tentatively intends to allow various modifications which are as follows: eliminating dry
weather flow sampling at Outfalls 003, 007 and 009; reducing dry weather flow sampling
at Outfall 002 from monthly to quarterly; eliminating storm event sampling at Outfalls
008 and 010; removing methylene chloride and toluene analysis for Outfalls 002, 003,
007 and 009; updating BMP requirements; removing the Schedule of Compliance; and,
reducing DMR reporting from monthly to quarterly.
