construct a new private marina containing 39 boat slips to serve
only upland condominium residents. The work includes construction of a new 6 foot by
154 foot float with twelve 4 foot by 24 foot tapered finger floats, a 10 foot by 250 foot
wave attenuator float with seven 4 foot by 30 foot finger floats, one 8 foot by 175 foot
wave attenuator, a 4 foot by 35 foot ramp and pumpout station. The project site is located
at 210 Carroll Street, City Island, New York.

As part of an overall rehabilitation
effort, the applicant proposes to construct a direct rail
interconnection to facilitate direct rail movements between the two branches of the Staten
island Railroad (SIRR). The proposed wye connection would be constructed within Block
1348 - Lot 1, a 72 acre City- owned parcel located east of Western Avenue and the
Howland Hook Marine Terminal and west of South Avenue between the existing Travis
and North Shore branches of the SIRR. The rail interconnection would consist of two
primary components: a gravel fill embankment and approximately 1,200 linear feet of rail
line. The wye connection would be constructed on the new rail embankment. Portions of
existing fill and tidal wetlands areas below the proposed rail connection would be
excavated and replaced with clean fill to provide structural support. Approximately 1,350
cubic yards of existing material above the base elevation of the proposed embankment
would be removed to establish level grade along the wye connection. In addition to the
wye connection, an asphalt road is proposed for access to the Arlington yard and the wye
connection. Approximately 15,680 cubic yards of fill is proposed to be placed within
formerly connected tidal wetlands. An additional 5,994 square feet of tidal wetlands
habitat would be temporarily disturbed as a result of construction activities. To mitigate
impacts of the proposed project on the aquatic resources in the vicinity of the permitted
project, the New York City Economic Development Corporation (EDC) will assist the
New York State Department of Environmental Conservation's (DEC) ongoing Bridge
Creek Wetlands Restoration Project through the execution of specific and mutually
agreed upon work elements, such as fill removal, that will assist the DEC in its
development of vegetated tidal wetlands. EDC's participation in fill removal and wetland
restoration activities is currently expected to encompass an area of approximately 3 to 3.5
acres of vegetated tidal wetlands.

As part of an overall rehabilitation
effort, the applicant proposes to rehabilitate the
existing Travis Branch of the Staten Island Railroad (SIRR) which extends from the
Arthur Kill Generating Station north of Victory Boulevard in the south to the Howland
Hook Marine Terminal in the north. The proposed work includes the replacement of three
existing timber trestle bridges with new steel and concrete structures. The bridges are
identified as CSX bridge No. 392 which spans Prall's Creek, No. 389 which spans Saw
Mill Creek and No. 386 spanning Neck Creek.
