Project Description: The action involves the continuation of a previously permitted commercial sand and gravel extraction expansion and a new mineral extraction. The previous Agency permit (Agency Project 90-141) for this operation expired and was not renewed in a timely fashion, requiring that a new permit be obtained. Approximately 41 acres of land have been disturbed by mining to date. The life of mine area for the extraction is an additional 8 acres or a total of 49 acres over the next 15 to 20 years. An average of 160,000 cubic yards of sand, gravel and stone are to be removed annually with maximum volume to be 200,000 cubic yards/year. Material processing includes screening and crushing and involves continued removal of water from Bacon Pond. No change in truck traffic (existing average 65 loaded trucks per day and a maximum of 80 loaded trucks per day). Weekday hours of operation are proposed from 7:00 a.m. to 4:00 p.m. during spring and winter months, from 6:00 a.m. to 6:00 p.m. during summer months, and from 7:00 a.m. to 5:00 p.m. during fall months and approximately one-half of all Saturdays during the spring from 7:00 a.m. to 4:00 p.m. and approximately one-half of all Saturdays during summer and fall from 7:00 a.m. to 5:00 p.m. No operations on Sundays are proposed.

Project Title: Barton Mines Corporation

Project Description: The action involves temporary installation of an eight inch diameter guyed mast (pole) 50 meters in height to support meteorological monitoring equipment, including wind direction vanes, anemometers and a temperature sensor, for a two year period. The mast will be removed from the site at the end of the two-year monitoring period. Data from monitoring at this location and at a previously approved location will be used to determine whether it is feasible to install permanent tower-mounted wind turbines used to generate electric power.


Negative Declaration

Hamilton County - The Town of Indian Lake, as lead agency, has determined that the proposed Blue Mountain Lake Water Storage Tank will not have a significant adverse environmental impact. The action involves the construction of a 300,000 gallon water storage tank. The tank will be placed within a proposed 40-foot by 35-foot fenced compound. The site will be accessed by an existing gravel drive. The project is located on Dump Road off of NYS Route 28N/30 in the Town of Indian Lake, Hamilton Co., NY.

Washington County - The Village of Hudson Falls Board of Trustees, as lead agency, has determined that the proposed Project Title: Local Law NO. 5 of 2004- "Residence District Class C" and "Commercial and Light Industrial District" will not have a significant adverse environmental impact. The action involves a local law which will amend Sections 215-7.1 and 215-8 of the Village Code to prohibit the first floor of commercial buildings located within Residence Dstrict Class C and the Commercial and Light Industrial District of the Village of Hudson Falls to be converted to or used for residential use. The project is located in the Village of Hudson Falls, Washington County.
